About Title I

  • Title I is a federally funded program under the No Child Left Behind Act (NCLB) of 2001. The law was signed into effect in January 2002 amending the Elementary and Secondary Act (ESEA) of 1965. The act was reauthorized in 2015 as the Every Student Succeeds Act (ESSA). The act contains four basic principles: stronger accountability for results, increased flexibility and local control, more choices for parents and students, and an emphasis on research based instructional strategies. Federal law directs that Title I funds are to be used for the purpose of student achievement, staff development, and to build parent capacity to better support their children’s educational attainment. 
    The purpose of the Title I program is to assist students with meeting our state’s challenging academic content and performance standards. Schools qualify for Title I funds based on economic need but students are selected for Title I based on a set of multiple criteria. The Title I program offers a variety of services for participating schools, which may include: additional teachers and support staff, extra time for instruction, resource materials, smaller classes and additional training for staff. For 2020-21, students will be served in grades K-5.
    Individual school allocations are based on the number of students who receive free or reduced-price lunches.  Elementary schools with a Free and Reduced Lunch (FRL) percentage of 30% or more are currently eligible to receive Title I funding. The projected number remains the source of a school’s funding, regardless of changes in enrollment at a later time.  The focus area for CHCCS Title I is elementary students in reading and/or math based upon each school’s needs assessment.
