CHCCS Exceptional Children

The mission of the Chapel Hill-Carrboro City Schools is to ensure that all students acquire the knowledge, skills, behaviors, and attitudes to achieve their learning potential. In that spirit, our programs are designed to support students with disabilities as they acquire academic, social, and functional skills. We support the policy of moderate inclusion, so that even students with the most severe disabilities spend time with typically developing peers. We serve students from 3 through 21 years of age.

Indicator 8

The Indicator 8 of the State Performance Plan/Annual Performance Report (SPP/APR) measures the percentage of parents who report that schools facilitated parent involvement as a means of improving services and results for children with disabilities. The Office of Exceptional Children will continue to implement a census model for the 2025-2026 school year for Indicator 8 so that parents/guardians in all districts/PSUs in the state will have an opportunity to complete the survey.  Statewide results are reported in the SPP/APR.

A single survey for parents/guardians of students with disabilities ages 3-21 who currently have an IEP will be utilized.  To better serve families, the survey allows the respondent to select one of eighteen languages. Any additional languages needed for the survey can be addressed by the district upon request. The survey is anonymous.

The survey will be available between January 1 - June 30, 2026. Click this link to access the Office of Exceptional Children 2025-2026 Parent Survey - Special Education.

CHCCS Exceptional Children General Questions

For general questions or if you believe your child might be in need of special education and/or related services, you should contact your school administration.

The Individuals with Disabilities Education Act (IDEA) is the law that ensures a free appropriate public education is available for eligible children with disabilities throughout the nation. Additionally, it ensures special education and related services are available for those identified children. Children and youth ages three through 21 receive special education and related services under IDEA.
