Chapel Hill–Carrboro City Schools is developing a Digital Learning Plan that will guide how technology supports instruction, equity, and student engagement across all schools. This site will share updates, resources, and opportunities for community feedback as the plan is developed.

Why This Plan Matters
Board Policy 3220 requires our district to maintain a local technology plan aligned with state and federal expectations.
While CHCCS has followed the North Carolina Digital Learning Plan, we have not had a district-specific plan that reflects our unique instructional priorities and community values.
The CMSi Curriculum Audit (May 2023) confirmed what many already knew:

Our infrastructure and 1:1 access are strong.

Technology integration into instruction varies widely.

Strategic planning and evaluation for digital learning need to be strengthened.
The CHCCS Digital Learning Plan will close those gaps by ensuring that technology decisions are driven by instructional goals, equity, and student learning outcomes.

In our current learning environments, what are the strengths and challenges related to digital learning in CHCCS that we must consider as we create our Digital Learning Plan?
This question centers every discussion in the coalition’s work—keeping the focus on teaching, learning, and access for all students.
About the Process
The Digital Learning Plan will be created through a collaborative, transparent process involving educators, families, students, and community partners.
The coalition is using the TregoED SCAN protocol to gather data, analyze priorities, and shape recommendations. Each step builds toward a comprehensive plan that reflects the voices of our schools and community.

This cross-section of voices ensures the plan is grounded in classroom practice, technical expertise, and community priorities. We will also gather additional input and/or feedback from additional members of our community at different points throughout our planning process.
Timeline & Development Roadmap
Phase 1 – Situational Appraisal (October 20, 2025)
Coalition members use the TregoED SCAN process to identify the district’s current strengths, challenges, and opportunities related to digital learning.
Phase 2 – Analysis & Domain Mapping (November 3, 2025)
Findings from Phase 1 are organized into the five domains of the North Carolina Digital Learning Plan:
Leadership, Teaching & Learning, Professional Learning, Data & Assessment, and Infrastructure.
Phase 3 – Draft Framework (December 10, 2025)
The coalition drafts a framework that defines the vision, goals, and measurable outcomes for the CHCCS Digital Learning Plan.
Phase 4 – Refinement & Feedback (Jan–March 2026)
Departments and stakeholder groups review the draft plan to ensure alignment, feasibility, and clarity. The Board will review a near-final version in March.
Phase 5 – Adoption & Publication (April 2026)
A final plan will be presented to the Board of Education and shared publicly through this website, including an easy-to-read community version.

Purpose of the Coalition
The CHCCS Digital Learning Plan Guiding Coalition convened for its first session to begin shaping a comprehensive districtwide Digital Learning Plan that aligns with Board Policy 3220 and the North Carolina Digital Learning Plan.
This plan will guide how technology supports instruction, equity, and access across all schools and stakeholder groups.
Our shared purpose:
To create a digital learning plan that empowers CHCCS educators, students, and families through a student-centered approach to technology use.
Guiding Question
In our current learning environments, what are the strengths and challenges related to digital learning in CHCCS that we must consider as we create our Digital Learning Plan?

What We Did
Participants representing parents, teachers, principals, ITFs, librarians, instructional coaches, district leaders, and Board members collaborated using the TregoED Situational Appraisal (SCAN) protocol to:

Identify strengths and challenges related to digital learning across CHCCS.

Consider issues through multiple perspectives (instructional, equity, technical, and family).

Prioritize areas based on seriousness, urgency, and growth potential.

Begin defining focus areas that will inform our next phase of work on November 3.
Key Themes: Strengths
- Strong infrastructure and access: CHCCS maintains a 1:1 student-to-device ratio with reliable network systems.
- Committed staff and leadership: Educators are eager to integrate technology, and school leaders support digital learning innovation.
- Robust tools and systems: Platforms such as Infinite Campus, Clever, and GoGuardian support instruction, communication, and safety.
- Digital citizenship and equity focus: Digital safety, privacy, and responsible use are emphasized across grade levels.
Key Themes: Challenges
- Instructional consistency: Technology integration and expectations vary widely across schools and classrooms.
- Professional learning time: Teachers need more job-embedded opportunities to explore and apply digital tools effectively.
- Balance and purpose: Concerns about screen time and the number of tools students use daily.
- Sustainability: Ongoing maintenance, staffing, and resource alignment require long-term planning.
Communication and family engagement: Families want clearer, more consistent communication about digital tools and learning platforms.
